The legislation originates from an unfortunate incident in New Jersey where which young Megan Kanka was kidnapped, raped, and brutally murdered by a repeat violent Sex Offenders, Jesse Timmendequas, who had relocated into the Kanka family's neighborhood, immediately accross the street.
